The petcock is vacuum controlled - if the engine is not running - there will not be any fuel flow because without the vacuum the petcock closes itself
I suspect you better check your vacuum line - because if it is rough when idling - you are not getting proper fuel flow to the carb.
We get a lot of discussion about this - folks assume that the petcock is a simple on - off deal - and in the case of the Savage - it just ain't so
When you are turning past - you are getting a bit of flow from the prime position
Keep the rubber side down
